-JUN 12 WO <br />Bm 8 FA.,E <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, to approve Alternative #1, <br />adopting Resolutions 90-79 and 90-80 declaring <br />acquisition of the R/W and mitigation area a public <br />necessity, and to approve the other 4 conditions <br />set out under <br />Alternative No. 1 in <br />the <br />above memo <br />dated June 6, <br />1990, as recommended <br />by <br />staff. <br />Public -Works Director Davis wished to enter the following <br />into the record. He noted that on March 20, 1990, staff did <br />present a fairly lengthy history of the Indian River Boulevard <br />project and went into much of the history that has brought us to <br />this point in recommending to the Board some R/W acquisitions. <br />Particul.arly, staff recommended approval of an environmental <br />mitigation plan that the Board did approve on March the 20th. <br />The Board did unanimously approve the final mitigation plan <br />prepared by the staff and Boyle Engineering Corporation as he <br />recommended. His recommendation at that time was that the County <br />take by purchasing or eminent domain action a certain area for <br />mitigation known as a portion of Impoundment #22, and that was <br />made on behalf of the people of Indian River County and was made <br />independent from any requirements of the various permitting <br />agencies. <br />Director Davis recommended that the County resolve to take <br />specific properties for mitigation for the reasons discussed at <br />that March 20, 1990, meeting and also because it is in the best <br />interests of the people of the county. The County's determina- <br />tion that the taking is in the best interests of the people of <br />the county should be properly based upon the County's under- <br />standing of the various studies and discussion concerning the <br />creation and placement of the mitigation site. He noted that <br />this morning before the Board are some parcels - Director Davis <br />then referred to the aerial displayed before the Board and <br />informed the Board that Parcel #108 is owned by Paul & Camille <br />46 <br />
