JUN 121990 <br />BOOK fA .. = c3 <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Wheeler, the Board unanimously approved <br />Alternative #1, adopting Resolution 90-81 declaring <br />acquisition of a mitigation area a public necessity, <br />and approving the other 4 conditions set out under <br />Alternative No. 1 in the above memo dated June 6, <br />1990, as recommended by staff. <br />RESOLUTION NO. 90-81 <br />A RESOLUTION OF THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA, DECLARING THE ACQUISITION OF A <br />MITIGATION AREA, SO AS TO MITIGATE <br />DAMAGE TO WETLANDS CAUSED BY INDIAN <br />RIVER COUNTY'S EXTENSION OF INDIAN RIVER <br />BOULEVARD FROM BARBER AVENUE TO ROYAL <br />PALM BOULEVARD, INDIAN RIVER COUNTY; <br />FLORIDA, TO BE A PUBLIC NECESSITY; AND <br />AUTHORIZING THE ACQUISITION OF A <br />MITIGATION AREA. <br />WHEREAS, in Resolution Nos. 90-36, 90-37 and 90-79 <br />this Board resolved to acquire the fee simple absolute title <br />In certain parcels of real property for providing a <br />right-of-way essential for the extension of Indian River <br />Boulevard from Barber Avenue to Royal Palm Boulevard; and <br />WHEREAS, in order to extend Indian River Boulevard <br />as resolved, Indian River County must fill certain wetlands; <br />and <br />WHEREAS, the filling of wetlands has a negative <br />Impact upon the ecosystem; and <br />WHEREAS, it is in the best interest of the people <br />of Indian River County to mitigate damages to wetlands; and <br />WHEREAS, this Board finds it necessary and for a <br />county and public purpose that Indian River County mitigate <br />damage it may cause the wetlands by creating a mitigation <br />area; an.d <br />WHEREAS, the Florida Department of Environmental <br />Regulation and various other agencies recommend that Indian <br />58 <br />
