M M <br />Commissioner Wheeler commented that in Palm Beach County, <br />conservation is trying to play catch up, and it is almost like <br />they want Indian River County to become their green area. <br />Commissioner Scurlock commented that it was his under- <br />standing that Indian River Trails would not meet the understory <br />requirement as it is presently proposed. So, if it doesn't, his <br />question is what would that particular project look like if it <br />had to come under these new requirements. In other words, he <br />would like to try to get a picture of what these words say, and <br />he asked if he was mistaken that what they are proposing for <br />Indian River Trails would not meet those standards. <br />Director Keating was not sure. He believed they have saved <br />a lot of trees and a lot of the understory and ground cover, but <br />that is one of the problems in dealing with the Region - they do <br />not deal at the level of specificity that we do and they do not <br />deal with the small projects. <br />Commissioner Scurlock felt that is the real concern. When <br />you say 250, has anybody really gone out to see what this does in <br />a real life situation, and is that what we really want or not. <br />He was concerned that there are some really nice developments in <br />our county that wouldn't be allowed under this. <br />Commissioner Bird believed that our Plan and percentages are <br />a reasonable step and that the Regional Plan is unreasonable and <br />taking too much, and he hoped that our representatives on the <br />Council would vote that way. <br />Chairman Eggert confirmed that is how she personally feels, <br />and she felt that she is obligated to vote that way. Commis- <br />sioner Bowman agreed. <br />Chairman Eggert continued that as it stands now, what is in <br />the Regional Plan is 250 of each native plant community that <br />occurs on site, and she did not think they realize what this can <br />entail since they are functioning with large things like DRIs. <br />She further noted that we have an additional problem here with <br />wetlands that take away a certain amount.
