Mr. Halback reviewed the proposed parking, noting that there <br />are 217 parking spaces on Block 44, and they have been able to <br />negotiate a long term lease with the Baptist Church for 78 remote <br />spaces. <br />Administrator Chandler interjected that we actually haven't <br />negotiated the lease yet, but the church has indicated a <br />willingness to do so. <br />Mr. Halback then addressed the optional concept of retaining <br />the old courthouse if a use could be found, but pointed out that <br />the cost of renovating it, plus the additional parking spaces <br />that would be required, are factors that must be considered. <br />Commissioner Scurlock wished to know in the event that we <br />can't come up with the other parking areas working in conjunc- <br />tion with the church, etc., if that is when we start considering <br />going up with a parking garage. <br />Mr. Halback agreed that it would be, and passed out the <br />following Structured Parking Cost Analysis, which estimates an <br />addition to the budget of approximately 1.5 million for building <br />a 2 -level parking garage: <br />STRUCTURED PARKING <br />COST ANALYSIS <br />Indian River County <br />Judicial Master Plan <br />Main Objective: To propose a best case scenerio utilizing structured parking and <br />to analyze the cost differential as compared to the Base Master <br />Plan. <br />Major Changes: Lots 11 and 12 in block 30 plus Lots 5-10 in block 44 are <br />eliminated from land acquisition. <br />336 surface level parking spaces and landscape improvements <br />are eliminated.
