JUN 131990 <br />BOOK ' <br />efficient to keep it and save it and use it, that would be <br />something he would consider; otherwise, he is not interested in <br />spending 1.5 million to save the old courthouse. <br />Robert Jackson, resident of 2123 Buena Vista and an attorney <br />with offices at 2165 15th.Avenue, advised the Board that he built <br />his office building himself in 1960, and it is right across the <br />street from the old Courthouse. It is a beautiful building; he <br />just finished renovating it a year or so ago; and he planned on <br />spending the rest of his life there. Mr. Jackson wished the <br />Board to be aware of what they are doing to about 20 business <br />people. He commented that it sounds good that you are going to <br />give them the appraised value and disrupt them, but he stressed <br />that in addition, from what you pay them, they are going to have <br />to pay 28/30% to the government and they are going to have to pay <br />rent the rest of their lives if they don't build a new building. <br />His point is that you are hurting the people that are down there. <br />Attorney Vitunac interjected that you do not have to pay <br />capital gains on land taken by condemnation. Attorneys Jackson <br />and Clem contended that is not true - that you have to reinvest <br />in another commercial parcel in 28 months. <br />Attorney Jackson pointed out that, as far as redeveloping <br />the downtown area is concerned, if you destroy 20 businesses, you <br />are going to have to get 20 more businesses back in there before <br />you break even, if you want to redevelop the town. He noted that <br />the PRESS JOURNAL has urged the county to work around the busi- <br />nesses that are already there. Mr. Jackson did not think anyone <br />disputes that private enterprise can do better than government. <br />Having been on the Hospital Board when they built the new <br />hospital, he personally had experience with this. They started <br />out with a 15 million dollar budget, and ended up spending 22 <br />million, and supposedly used the best architects in the country. <br />Mr. Jackson felt strongly that the Commission should use common <br />sense before they make a major mistake, and he urged that they <br />please consider the people who live and work here. <br />30 <br />
