The Commission has said they <br />want to keep the business in the downtown area, and he felt that <br />Mr. Flick's.plan does that, and he believed we could use the old <br />Courthouse for traffic court or possibly for a drug treatment <br />center, which is certainly needed. <br />Judge Charles Smith next came before the Board. He promised <br />that he would try to be very brief but stressed that he would <br />like to see the Board make a decision tonight. At the previous <br />meeting on January 11th of this year, a site was chosen, and the <br />Judges are all concerned because of the length of time this is <br />taking. He believed Administrator Chandler estimated late 1993 <br />before the complex could be completed. Judge Smith emphasized <br />that the 19th Judicial Circuit is getting an additional Circuit <br />Judge, and the county is going to continue to have tremendous <br />growth. The Judges are all of the consensus that we need a <br />single complex including the Clerk and the State's Attorney and <br />the Public Defender. The next consideration is do you want to <br />keep the Annex and part of the old Courthouse. Judge Smith <br />pointed out that the old Courthouse built in 1937 by the WPA was <br />not the original courthouse in Indian River County, but the <br />third; so, he contended that there actually is really nothing of <br />historic value in it, especially since it was all remodeled 7 or <br />8 years ago. Judge Smith informed the Board that the Judges and <br />the lawyers of the Bar Association have all come out that they <br />feel strongly that the present courthouse should not be used for <br />judicial facilities or even any kind of public building. He <br />personally felt the Historical Society will have a hard time <br />finding anyone who will want to renovate and make use of it <br />because of the change in the federal tax laws that no longer give <br />private developers tax credits for development of historic <br />buildings. Judge Smith also believed that the old Courthouse <br />does have structural problems and major leak problems. <br />in regard to Mr. Flick's proposal, Judge Smith pointed out <br />that it locates the court complex on 21st Street which is a major <br />32 <br />
