Thirdly, Commissioner Scurlock noted that we originally <br />started off thinking about going north, but those small home <br />owners came in here and protested, and tonight we are getting the <br />protests from the business area. He personally felt the impact <br />is much more drastic on the businesses. He believed our whole <br />goal was to encourage business in the downtown area, and he has <br />heard tonight that there are 20 businesses that would be <br />affected. That was never his intent. <br />#4, Commissioner Scurlock continued that he is not for a <br />"Design Construct" approach, and although he hears great things <br />about privatization, and some of that has worked well, he has <br />gone to seminars and studied that approach, and it is not all <br />that it is cracked up to be in many cases. It is very difficult <br />for county staff to have the expertise to negotiate the contract, <br />and that beginning point is what is so important. He personally <br />does not agree that private enterprise always does it better, and <br />since, at this point, he is not for "Design Construct," that <br />leaves him with 2 options - (1) to negotiate with Mr. Flick and <br />others in that 9 block area for the purchase of enough land to <br />construct the facility with minimal impact on existing businesses <br />and individuals, and (2) the other option is to again look for <br />that north expansion, but he gets back to an original concept he <br />had all along, which is that he feels that a parking garage, <br />multi -story, is essential to put that package together. <br />Commissioner Scurlock noted that he does not dislike nor <br />mistrust Mr. Flick; he felt that Mr. Flick has come in here and <br />done a good job to present a package; but he is also somewhat of <br />a "doubting Thomas" and would feel a lot more comfortable with <br />the County going ahead and purchasing whatever land is needed <br />with <br />the things <br />he has <br />just reviewed <br />that he had <br />in mind, <br />and <br />then <br />we will get <br />to the <br />issue of who <br />is going to <br />build it <br />and get <br />the best bid through the normal bidding process. <br />Discussion followed as to what blocks Commissioner Scurlock <br />had in mind going north, and Commissioner Wheeler believed that <br />35 <br />'JUN 131990 BOOK 8+J f'A L 41,, <br />
