It would be a non -paid body of <br />volunteers devoted to identifying local problems and directing <br />the efforts, free of any political pressure as to taxing and <br />spendi-ng.' It would exist as a group of local experts whose sole <br />function is to help children. Under the proposed ordinance, the <br />Children's Services Council would have to submit a budget to the <br />Board of County Commissioners.on an annual basis, and would have <br />to report quarterly on the expenditure of funds. They would have <br />the same constraints on the use of the money as the Hospital <br />District, the Mosquito Control District, etc. Some of the <br />criticisms he has heard from some of the Board members are that <br />this separate taxing district can control the expenditure of <br />funds, but the BCC gets the blame if the money isn't spent <br />wisely. He could understand the Board's reluctance to giving up <br />the ability to expend money, but he pointed out that the Board <br />will be doing most of the selection of the five local people to <br />administer this and to act as its eyes and ears and insure that <br />the children in this county get the best possible services. <br />Attorney Moss read into the record the following letter from <br />Judge Charles E.
