Loeper C01- <br />Senior <br />0`Senior Planner, Long -Range Planning <br />DATE: July 3, 1990 <br />RE:_ Urban Resource Group request to rezone approximately 65 <br />acres north of Oslo Road east of U.S. 1 from RS -1 to RM - <br />6. <br />It is requested that the data herein presented -be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of July 17, 1990. <br />DESCRIPTION & CONDITIONS <br />This is a request to rezone approximately 65.33 acres from RS -1, <br />Single -Family Residential District (1 unit/acre) to RM -6, Multiple - <br />Family Residential District (6 units/acre). The property is <br />located north of Oslo Road and east of U.S. #1, behind the South <br />Vero Square Shopping Center and is part of a larger property <br />containing approximately 297.93 acres. The applicant is the Urban <br />Resource Group on behalf of the contractual purchaser, the Leonard <br />Garner Group of Florham Park, New Jersey. The property is <br />presently owned by United Financial Group. -of Houston, Texas. The <br />applicant intends to build a residential development on the <br />property. <br />On May 10, 1990, the Planning and Zoning Commission voted 4 to 1 <br />to recommend to the Board of County Commissioners that the request <br />to rezone approximately 65 acres from RS -1, Single -Family <br />Residential District and RM -6, Multiple Family Residential District <br />to RM -10, Multiple Family Residential District be denied. <br />On May 25, 1990, in accordance with the provisions of Section 27 <br />of the Indian River County Zoning Code, the applicant appealed the <br />decision of the Planning and Zoning Commission to the Board of <br />County Commissioners. At that time the applicant also amended the <br />application to request the RM -6, Multiple Family Residential <br />:.District. <br />Existing'Land Use Pattern <br />The property is presently undeveloped. Although primarily zoned <br />RS -1, the property includes a 100 foot wide finger that extends <br />from the bulk .of the property to US #1 and a portion that fronts <br />Oslo Road to a depth of 250 feet, both of which are zoned RM -6, <br />Multi -Family Residential District (6 units/acre). Immediately <br />north is the Forest Park subdivision. This substantially built - <br />out single family subdivision contains lots averaging 10,000 sq. <br />ft. and is zoned RS -6, Single -Family Residential District (6 <br />16 <br />JUL 171990 <br />
