.419bert Keating, Director of Community Services, advised that <br />the applMi'caftt'"has modified his request to ask for RM -6 instead of <br />RM -1.0, which is consistent with what staff recommended to the <br />Planning & Zoning Commission. <br />Commissioner Scurlock asked about the transfer of densities <br />from the portions of the complete parcel that are designated as <br />environmentally sensitive, and Director Keating explained that <br />with the RM -6 zoning there is a potential for transfer of <br />densities from the adjacent wetlands. It is allocated for 1 upa <br />for density transfer purposes, and that cannot exceed 50 percent, <br />so that gives you 9 upa. <br />Commissioner Scurlock noted that staff's recommendation <br />states that sewer is available, and he questioned whether that <br />statement is correct as he understood that all of our capacity is <br />reserved. He asked to be enlightened on that since we are in an <br />expansion mode and have been told as a Commission that our <br />expansion is necessary because currently we are at capacity. <br />Utilities Director Terry Pinto confirmed that we are at <br />capacity on that south county line, and explained that the City <br />of Vero Beach has allowed us to use capacity which we will have <br />to replenish when we build our south county plant. <br />Commissioner Scurlock asked if it would be fair then to say <br />that any development, not only this project, that occurs in that <br />corridor that is going to come onto sewer is going to necessitate <br />the County to either acquire the General Development Utilities' <br />wastewater plant or design and construct a new south county <br />plant, and Director Pinto stated that it is our projection to <br />develop that plant within the next 3 years and fund it through <br />impact fees. Any developer looking for capacity or loaned <br />capacity through the City's plant would have to pay impact fees. <br />Commissioner Scurlock understood that Strazzulla Bros. have <br />reserved over $600,000 of capacity along Indian River Boulevard <br />and that <br />if they walked in tomorrow and <br />demanded _service, we <br />
