That isn't fair, and it is not right. <br />If they comply with the rules and the standards set by the <br />County, they are entitled to a reasonable use of their property. <br />He didn't quarrel with anything that Dr. Baker had to say. The <br />property is unique,'but they own it. It is their property, and <br />they are entitled to use their land as their neighbors have used <br />their land, regardless of the character of their land. Going <br />back to the Comp Plan, he pointed out that the County implements <br />its planning standards through the standards you set and the <br />standard you have set in terms of conservation is preserving 15% <br />of the upland vegetation. They will meet that standard. They <br />will play by the rules. Attorney O'Haire urged the Commission to <br />allow them to play by the rules and not to change the rules on <br />them. Let them do with their land as others have done around <br />them. They are consistent; they have made every effort to be <br />concurrent; and there has been no demonstration that they are <br />not. He emphasized that the County Planning staff has never <br />followed a policy of permitting people to destroy the environment <br />in the development of their land, nor has the County done that in <br />enacting their ordinances. They are not going to be allowed to <br />to do that either. They would like a reasonable use of their <br />land, and the present zoning is not fair and not reasonable. He <br />urged the Board to do what staff has recommended, to rezone it to <br />RM -6. <br />Commissioner Wheeler asked how long United Financial has <br />owned that property as he understood it had changed hands, and <br />Attorney O'Haire advised that they have owned it since 1980 and <br />construction on the shopping center was delayed for 7 years. <br />Commissioner Wheeler felt the densities along the river <br />through there and to the south are too high. We also have <br />problems in Rockridge with drainage and runoff into the river. <br />
