The permits would have to be obtained from the St. <br />John's District. <br />County Engineer Cain brought up the controversial issues and <br />commented that through the workshop process, he believed we <br />eliminated some of the problems that surfaced in the first draft. <br />One of the major ones is the requirement that if a drainage <br />district has adopted a discharge standard, we would meet that in <br />our LDR. The Indian River Farms Drainage District has a 2" in 24 <br />hour discharge requirement, and this, in effect, requires an <br />increase in the volume of storage and in many cases, some <br />inventive thinking on the part of the engineer to meet this. <br />Commissioner Bird wished this elaborated on a bit more, and <br />Mr. Cain explained that on most of the properties, it would be <br />reasonable to consider that you would have under existing natural <br />conditions more than 2" of runoff coming off that property <br />without any development, and, therefore, you would have to store <br />to limit that runoff. What this District is saying is that the <br />amount you are discharging now is an artificial standard because, <br />in effect, the receiving waters of the canal get up so high that <br />you don't have a flow off that property; it just backs up. Mr. <br />Cain thought the District will continue to look at their stand- <br />ard, and if they can modify it in some areas and become less <br />stringent, it is possible they will do so. <br />Director Keating advised that 2" is a new requirement the <br />District just approved on July 13th, and he believed that even if <br />we didn't go through and revise our Code, this would probably be <br />applied to most projects anyway by the District in their <br />permitting. <br />Mr. Cain continued that another concern was the tie in with <br />the Mining Ordinance, because when you do developments and have <br />to do some excavation to provide the storage, this gets into <br />Special Exceptions, but he believed this is being dealt with in <br />32 <br />
