Candler ' PLAN <br />County Administrator <br />A presentation of the final Courthouse Master Plan is scheduled for the <br />August 14, 1990 meeting. Herbert/Halback, Inc. will present their analysis <br />and recommendations of the option approved by the Commission at the July <br />10, 1990 meeting. It is anticipated that this would conclude the master <br />planning phase for the courthouse project. <br />Additionally, proposals for appraisals of the properties involved will be <br />submitted for consideration. If the master plan concept is approved, the <br />appraisal services can be initiated immediately with approval of the quotes at <br />Tuesday's meeting. By law, two appraisals are required. <br />A option agreement was submitted by Mr. Flick and has been revised by the <br />County Attorney to conform to the County requirements. <br />DATE: AUGUST 7, 1990 <br />TO: HONORABLE BOARD OF COUNTY COMMISSIONERS <br />THRU: JAMES E. "SONNY" DEAN, DIRECTOR <br />DEPARTMENT OF GENERAL SERVI S <br />SUBJECT: PROPOSED COURTHOUSE PROPERTY ACQUISITIONS <br />CERTIFIED APPRAISER SELECTION <br />BACKGROUND: <br />' Staff sent out requests to six (6) certified appraisers to perform <br />the subject appraisals. The Law requires two appraisals for the <br />purchase of properties in excess of $500,000. <br />The following firms submitted proposals: <br />1. Napier Appraisal Services <br />2. Callaway and Price, Inc. <br />3. Armfield and Wagner . <br />4. Benson Appraisal Company <br />5. O'Steen Appraisal Services <br />6. Appraisal and Real Estate Services <br />ANALYSIS: <br />Armfield and Wagner submitted a low cost of $16,600 with a delivery <br />of four to six weeks. Napier submitted the next low estimated cost <br />of $17,650 with a delivery of eight to twelve weeks. Both companies <br />indicated that the individual appraisals would be submitted as <br />completed. <br />RECOMMENDATIONS: <br />Staff recommends that the two low proposals be accepted and we <br />contract with Armfield & Wagner along with Napier to perform the <br />service. <br />14 <br />
