, <br />AUG <br />14 <br />1990 <br />DOOK <br />80 <br />- Mr. <br />Halback continued that in Concept L we would <br />have 515 <br />spaces without taking the City's 20 spaces or Mr. Flick's, but <br />Commissioner Bird noted that this concept involves taking only <br />some of Mr. Flick's property, and then•.on the rest possibly you <br />have a willing seller or an unwilling seller. <br />Mr. Halback agreed and pointed out that another constraint <br />in this concept is that it does not leave a lot of flexibility <br />for future growth, except possibly the abandonment of another <br />street. <br />Commissioner Bird further noted that under this proposal, <br />the building would span the alley, and he believed it was said <br />there are actually more utilities in the alley than in the <br />street. <br />Mr. Halback agreed, but advised those costs are already <br />plugged into the plan. <br />Mr. Halback then presented the last concept, Concept M: <br />21 <br />
