r <br />AUG 141990 <br />willing seller, or Concept M, which provides you the greatest <br />flexibility for approximately $800/900,000 more. <br />Commissioner Wheeler believed Some question was raised as to <br />ingress and egress in Concept J, but Administrator Chandler <br />advised that it has been indicated this is not a problem. <br />Commissioner Bird noted that basically the difference <br />between these is the additional parking, and he felt we are <br />kidding ourselves if we think the tenants to the east are going <br />to be happy about sharing that parking. <br />Mr. Halback agreed and felt the only way you could possibiy <br />make that parking lot work would be with a gate of some type. <br />Discussion continued regarding parking, and Administrator <br />Chandler pointed out that from a practical standpoint, we will <br />not be at maximum utilization of those parking spaces for a <br />number of years down the road. <br />Mr. Halback agreed totally and commented that he would <br />suggest that the only problem with Concept J is that of all the <br />schemes, it is the tightest on its relationship of short term <br />parking to long term parking. He noted that people who park <br />there for the whole day most likely will use the parking garage. <br />Commissioner Bird noted that the other related item is <br />selection of appraisers and asked if those appraisals will <br />include the properties in any of these 4 scenarios. <br />Administrator Chandler advised that the appraisals will <br />include all the property under Mr. Flick's control plus the block <br />with the print shop, and now staff is suggesting including the 6 <br />lots on the front of the parking garage. He stressed that before <br />we get into too much detailed discussion with the property <br />owners, we would like to have those appraisals in. If the <br />Commission has a definite preference for a certain concept, that <br />would have an effect, but any of these concepts will meet the <br />parking requirements. <br />Commissioner Scurlock personally felt that the bottom line <br />of the whole thing is flexibility, and, theretore, Concept M is <br />23 <br />
