of the lots on the west side of 42nd Court between 8th and 6th <br />Streets that is deeded to the County for that road, and we have <br />to eliminate that from the assessment roll. In addition, Lots 1, <br />2, and 3 of Block L have to be removed from this assessment <br />project because they hooked up to water about 4 years ago. At <br />that time we were not doing temporary water agreements that would <br />allow us to come back in and assess the people after the fact. <br />Those properties have been eliminated from this assessment, and <br />the Utilities Dept. will absorb that portion of the cost. Mr. <br />McCain emphasized that the final assessment probably will be <br />lower than the preliminary assessment, but in no way can it be <br />higher. <br />Attorney Vitunac advised that today is the day when the <br />Commission determines the amount of the assessment, after which <br />it cannot be increased no matter what the project costs. <br />Commissioner Scurlock asked if this is one of the sub- <br />divisions identified under the new Comp Plan with provisions for <br />undersized lots, and Mr. McCain confirmed that it is one of the <br />subdivisions projected for service within the next 3-5 years. <br />After the FY 90-91 budget is approved next month, they plan on <br />bringing that plan to the Board of approval. <br />Commissioner Bird asked what percentage of lots in the <br />subdivision are developed, and Mr. McCain advised that it is at <br />60-700. The largest assessment in the project is on Tract C, <br />between 42nd Avenue and 42nd Court, which is currently divided <br />into one parcel and two separate lots. That assessment will have <br />a heavy impact on the single property owner there. <br />Chairman Eggert opened the Public Hearing, and asked if <br />anyone wished to be heard in this matter. <br />Luther Higinson, 3920 7th Street in Citrus Groves was very <br />concerned about corrosion to plumbing fixtures due to the bad <br />quality of the water.
