AUG 211990 ° <br />RADIOLOGICAL EMERGENCY PREPAREDNESS AGREEMENT FOR FY -91 <br />The Board reviewed the following memo dated 8/14/90: <br />TO: James Chandler <br />County Administrator <br />THROUGH: Doug 9 1 Wri ht k 'rector <br />Emergency Management Services <br />FROM: John King, Deputy Director <br />Emergency Management Services <br />DATE: August 14, 1990 <br />SUBJECT: FY -91 RADIOLOGICAL EMERGENCY PREPAREDNESS AGREEMENT <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />Annually, representatives from the Florida Department of Community <br />Affairs, Florida Power and Light Company, and the IRC Department <br />of Emergency Management Services negotiate the Radiological <br />Emergency Preparedness Agreement. The Agreement is predicated on <br />responsibilities defined by the US Nuclear Regulatory Commission <br />in Rule 10 CFR Parts 50 and 70, and NUREG 0654, FEMA -REP -1, <br />Revision 2. <br />During the referenced negotiations on June 27, 1990, an agreement <br />was reached wherein Indian River County will receive $46,039 in <br />funds to enable the County to carry out its responsibilities as <br />provided in the above referenced authorities. <br />ALTERNATIVES AND ANALYSIS: <br />The agreement binds the County to participation in the following <br />radiological emergency planning and preparedness activities: <br />1. Maintenance of local radiological emergency plans and <br />implementing procedures; <br />2. The requisite personnel will complete required <br />radiological emergency training; <br />3. Participate as required in exercises and evaluation of <br />exercises; <br />4. Continued and further radiological emergency planning <br />as required by the above regulations and "Florida's <br />Radiological Emergency Management Plan for Nuclear <br />Power Plants." <br />The activities required have been on-going for several years. This <br />agreement includes funding fifteen percent (15%) of the total <br />salary and benefits of the Emergency Management Services Director, <br />Deputy Director, and the Administrative Secretary II position. The <br />sum negotiated this year represents an increase of $9,284 over the <br />previous year. <br />RECOMMENDATION: <br />Staff recommends approval of the FY -91 Radiological Emergency <br />Preparedness Agreement and requests the Board of County <br />Commissioners authorize the Chairperson to execute the appropriate <br />documents to secure the funding of $46,039 as proposed. <br />
