r <br />SEP 111990 <br />CHAPTER 930, STORMWATER MANAGEMENT & FLOOD PROTECTION <br />County Engineer Roger Cain advised that things have been <br />rearranged a little bit because of the need to clarify the flood <br />management portions of 930.07. The wording and intent is not <br />changed, but some things are in different places. <br />Engineer Cain then referred to Page 10, noting that in the <br />second sentence in (k) beginning "Temporary ponding...," the <br />words "if of shallow depth" should be underlined as that is new <br />wording. He continued that on Page 29 Item 5, in lines 24 <br />through 26 the words "must be notified at least 24 hours in <br />advance of the tests being conducted" should be struck out so <br />that it just reads - the County reserves the right to witness the <br />test procedure. <br />Mr. Cain advised that the Cut 8 Fill Balance issue has been <br />addressed, and he believed we have reached a fairly good <br />compromise on Page 24 where we provide an exemption for small <br />lots in existence prior to July 1, 1990, and, in addition, the <br />Mining Ordinance has been modified to provide some relief in <br />these cases. The Indian River Farms Water Control District <br />standards are still in, and we have allowed for ponding in <br />parking lots to provide some temporary relief. The fencing of <br />ponds and lakes has been addressed in 930.07 (m) found on Pages <br />10 and 11 and we have carved out some exceptions on that. We <br />have been provided the new FEMA regulations and some of this <br />wording has been inserted since the last meeting. This wording <br />provides one of the means of modifying the flood areas, and you <br />will find those administrative procedures explained on Pages <br />20/21. <br />Commissioner Bowman referred to Page 24 and the statement <br />"will not create a material adverse impact on flood protection <br />on other lands in the estuarine environment." She wished to add <br />"or on the estuarine environment." <br />No public comment. <br />38 <br />
