r <br />S E P 11 1990 <br />exception uses in certain districts: <br />Aquaculture - bed and breakfast - comm. fisheries - comm. <br />marinas <br />Community centers - demolition debris sites - drug stores <br />(CN dist) <br />Dude ranches - emergency services - fish farms - hunting <br />& fishing lodges <br />- Off-road vehicle tracks - recycling centers - retreats <br />and campus <br />- sludge spreading <br />Planning Director Boling advised that on Page 88 staff would <br />like to delete (d) 5. <br />Anita Warner, 93rd Street, F.ellsmere, wished to offer some <br />objections. She referred to (6) Off -Road Vehicle Tracks (Special <br />Exception) which presently reads as follows: <br />(6) Off -Road Vehicle Tracks (Special Exception) <br />(a) Districts requiring SPECIAL EXCEPTION approval, (pursuant <br />to the provisions of 971.05): <br />A-1 A-2 <br />(b) Additional information requirements: A site plan meeting <br />all the requirements of Chapter 914. <br />(c) Criteria for off-road vehicle tracks: <br />1. The track must be designed to minimize impact to <br />native vegetative plant communities. <br />2. The track must be designed -to setback a minimum of <br />seventy-five (75) feet from any adjacent property <br />'boundary. <br />3. The project must be located on a site no smaller <br />than ten (10) acres. <br />4. The project must demonstrate compliance with Indian <br />River County's noise and vibration control <br />regulations. F <br />5. The site must maintain dust control regulations. <br />6. No storage of gasoline shall be allowed on site. <br />7. Type "A" buffering with a six (6) foot opaque <br />feature is required on boundaries adjacent to <br />residential uses. <br />8. No commercial tracks shall be allowed. <br />Ms. Warner proposed that (c) 2 be modified to require that <br />the track must be designed to setback a minimum of 400' from any <br />adjacent property boundary; that (c) 3 require a site no smaller <br />than 40 acres;•that (c) 5 define dust control regulations; that <br />(c) 7 require the Type "A" buffering with an opaque feature to <br />44 <br />M M <br />
