She asked if they can ever%meet this test on a small <br />property and not be defeated by the Noise Ordinance. <br />Ms. Warner felt that 10 acres is not really wide enough for <br />that purpose. <br />Commissioner Bird wondered if we really need the Type "A" <br />buffering if we go with all Ms. Warner's suggestions because he <br />felt a 400' setback should take care of a lot of this, but it was <br />generally felt that the buffering cuts some of the noise. <br />Director Keating wished the Board to understand that when <br />you set up these criteria, any time anyone rides an off-road <br />vehicle anywhere on his property where he has had to make any <br />modifications at all, that is a track, and we will have to <br />enforce the ordinance if someone makes a complaint. <br />Discussion ensued as to saying that you can have a natural <br />trail but you can't make hills, etc. <br />Chairman Eggert asked if the Board wanted to change the <br />criteria to require a 400' setback, a 40 acre site, and no <br />outdoor lighting, and the Board agreed. <br />Commissioner Bird later commented that he did not think we <br />should say "no" outdoor lights, but just that the lighting must <br />be shielded, but Commissioner Scurlock believed the idea is that <br />you don't want them running at night anyway because of the noise <br />factor. <br />Commissioner Bowman asked if we have anything in here about <br />jet skis, but Director Keating advised that we currently do not <br />regulate any activities on the water. <br />Commissioner Bird felt that when we talk about Hunting and <br />Fishing Lodges, we should say "commercial" hunting and fishing <br />lodges. <br />Director Boling referred the Board to Page 4 (3) in regard <br />to existing special exception uses and noted that staff has added <br />46 <br />
