2. Duties. The Chairman shall preside at meetings of the <br />Commission and shall be recognized as head of the <br />county government for service of process, ceremonial <br />matters, and execution of contracts, deeds, and other <br />documents. The Chairman shall have no administrative <br />duties other than those necessary to accomplish these <br />duties and any others as may be required by Florida <br />law. <br />3. Absences. The Vice Chairman shall act as Chairman <br />during the absence or disability of the Chairman. In <br />the absence of the Chairman and Vice Chairman, the <br />remaining commissioners shall select a Chairman pro <br />tempore. <br />Section 101.03 Count Officers <br />The Board shall employ a County Administrator, a County <br />Attorney, and an Executive Aide to the Commission. These <br />County Officers shall report directly to the Board. <br />Section 101.04 County Officers; Compensation; Vacancy, <br />Removal <br />1. Compensation. The compensation and other details <br />of employment may be agreed to by contract between the Board <br />and the County Officers. <br />2. Vacancy. A vacancy shall be considered to exist If a <br />County Officer resigns, is removed from office, or is <br />unable to continue in office by reason of death, <br />Illness, or other cause. The Board shall declare when <br />a vacancy exists. <br />3. Removal. A County officer may be removed by the <br />Commission pursuant to the removal provisions of the <br />contract of hire or if there is no contract or removal <br />provision in the contract then the County Officer.may <br />be. removed by the Commission with a minimum of sixty <br />(60) days notice or immediately with a minimum of sixty <br />(60) days severance pay. <br />Section 101.05. The County Administrator <br />1. The County Administrator shall be qualified by <br />education, professional public service, and <br />administrative and managerial ability. The <br />Administrator shall be responsible for the <br />j administration of all departments 'of the County except <br />Constitutional Officers and their employees, the County <br />Attorney and staff, and the Executive Aide and staff. <br />The Administrator shall also be responsible -for the <br />proper administration of all affairs under the <br />jurisdiction of the County. The administrator's <br />authority and duty shall include, but not be limited <br />to, the following powers and duties for areas under his <br />jurisdiction: <br />a. Formulate and initiate overall policies for <br />presentation to the Board of County Commissioners. <br />b. Administer and carry out the directives and <br />policies of the Board and enforce all orders, <br />resolutions, ordinances, and regulations of the <br />Board in a fair, nondiscriminatory manner. <br />pit. o, <br />35 <br />EP' 1 8 1990 <br />
