SEP i g 1990%E 415 <br />RESOLUTION - APPROVAL OF FY 90-91 EMS GRANT PROGRAM FOR COUNTIES <br />APPLICATION <br />The Board reviewed the following memo dated 9/11/90: <br />TO:' Board of County Commissioners <br />FROM: Doug Wright, Director <br />Department of Emergency Services <br />DATE: September 11, 1990 <br />SUBJECT: APPROVAL OF FY 90-91 EMS GRANT PROGRAM FOR COUNTIES <br />APPLICATION <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at.the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />The Department of Health and Rehabilitative Services, Office of <br />Emergency Medical Services (EMS) is authorized by Chapter 401, Part <br />II, Florida Statutes, to distribute county grant funds. The funds <br />are then made available to eligible county governments to improve <br />and expand their pre -hospital emergency medical services. The <br />grant program is an innovative process which enables EMS agencies <br />to improve and expand EMS systems through their respective -Board <br />of County Commissioners. Recurring costs for EMS remain the <br />Yesponsibility of the county government. <br />A grant application has been prepared describing the needs and <br />proposing grant objectives and time frames in which the objectives <br />will be obtained. <br />ALTERNATIVES AND ANALYSIS: <br />The County grant funds are derived from surcharges on various <br />traffic violations. Funding in the amount of $37,099.09 has been <br />allocated to Indian River County for FY 90-91, plus $767.79 in <br />interest and carryover for a total grant allocation of $37,866.88. <br />The monies will be utilized as indicated to improve and expand the <br />ALS EMS pre -hospital system. A total of $6.79 is estimated as <br />unexpended from FY 89-90 and $7.61 in interest has been earned on <br />the grant which added to the total amount available for <br />expenditure. <br />Funds have been allocated this year for the purchase of a pulse., <br />oximetry units for each emergency transport vehicle, typewriter,` <br />computer equipment with printers, CPR training equipment, copier, <br />and communications equipment. <br />RECOMMENDATION: <br />Staff recommends approval of the FY 90-91 EMS Grant Program <br />Application and resolution to purchase of the capital equipment <br />items noted in the grant application including a budget amendment. <br />Staff also requests that the Board authorize the Chairman to <br />execute the necessary documents to obtain funds from the'Department <br />of Health and Rehabilitative Services in the amount of $37,099.09 <br />to improve and expand the pre -hospital EMS system in the County. <br />58 <br />
