Cox, P.E.4p&_, <br />Civil Engineer <br />SUBJECT: Request for Extension of Grand Harbor Golf & Grounds <br />Maintenance Facility Land Development Permit <br />REFERENCE: PRD -88-06-08 <br />DATE: August 31, 1990 <br />----------------------------------------------------------------- <br />DESCRIPTION AND CONDITIONS <br />Land Development Permit No. 085 was issued on October 31, 1989 to <br />Fleming of Vero - River Harbor, Inc. to construct a 4.01 acre <br />golf and grounds maintenance facility. The site is located <br />adjacent to the east side of the Indian River Boulevard, Phase.IV <br />right-of-way, approximately z mile south of 53rd Street. Because <br />construction has not begun, the permit expired on May 1, 1990, <br />180 days after the approval date. The applicant's engineer, <br />McQueen & Associates, Inc. has submitted a written request for an <br />extension of the permit. <br />ALTERNATIVES AND ANALYSIS <br />The Utilities Services Department staff has indicated that a <br />utilities construction permit was issued on January 12, 1989 for <br />sewer services that would be available, for the site to connect <br />to. The original• conditions of the Land Development Permit <br />required the site to connect to sewer and water services as soon <br />as they become available •and that new utility construction <br />permits will be required for the site connections. <br />The Community Development Department staff has requested that the <br />following three conditions of the concurrently expired Land <br />Clearing and Tree Removal Permits be included as conditions of <br />the extension of the Land Development Permit: <br />1. Tree protection barriers shall be erected around oaks and <br />other protected trees to be saved prior to clearing <br />activity, as per the depiction on the approved site plan. <br />2. The staked areas and tree barriers shall be inspected and <br />verified by County Environmental Planning staff prior to <br />clearing commencement. <br />3. Debris from clearing shall be removed to an approved <br />disposal facility or burned with Division of Forestry <br />approval. <br />The Land Clearing and Tree Removal Permits would automatically be <br />extended with the Land Development Permit. The four original <br />conditions of the October 31, 1989 Land Development Permit <br />approval would also apply to the extension. <br />L_ SEP 18 1990 - _ J <br />
