� � r <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />approved the application to the DER as set out <br />in the above staff recommendation. <br />COPY OF APPLICATION IS ON FILE IN THE OFFICE OF THE CLERK <br />TO THE BOARD <br />EFFLUENT DISPOSAL MASTER PLAN <br />Utilities Director Terry Pinto introduced Joann Jackson and <br />Robert Morrell, engineers with Post, Buckley Schuh & Jernigan, <br />Inc., who presented the Executive Summary of the Effluent <br />Disposal Master Plan, excerpts from which are as follows: <br />EXECUTIVE SUMMARY <br />REUSE MASTER PLAN <br />Providing the County with an efficient Effluent Disposal Master Plan first <br />required development of a Reuse Master Plan since reuse will be the primary <br />disposal method. This approach was based on the following reasons: <br />o The County must protect its fresh groundwater supplies from salt- <br />water intrusion and upconing -- using reclaimed water to meet irri- <br />gation water needs (reuse) lessens the demand on fresh water <br />supplies and provide recharge to diminish further salt water <br />encroachment. <br />i <br />o Because of the highly protective classifications of surface waters <br />in the County, disposal to these waters will be very restrictive. <br />I <br />SEP 18 1 <br />S P181 <br />Projected wastewater flows for the year .1995 and 2005 for each of the County <br />regional plants are summarized in Table E-1. Various effluent disposal options <br />are being used or are permitted for use at the regional treatment facilities. <br />These methods are summarized in Table E-2. The primary effluent disposal means <br />used in the County is land application, with more recent projects involving <br />reuse ,irrigation systems. ------ <br />69 <br />
