Commissioner Bird believed that will have some impact on the <br />businesses there and was not sure whether he was for or against <br />this at this time. <br />Commissioner Scurlock found the language acceptable, but <br />noted the question of who pays for what is something else. <br />Director Davis advised that we have anticipated a replace- <br />ment of the Main Relief Canal bridge on 43rd Avenue; we do have <br />some monies in the next fiscal year to spend on that bridge; and <br />possibly we could have a joint project there. <br />Commissioner Scurlock thought it could be made part of the <br />record that there is an understanding that there will be a fair <br />share assigned on any bridge replacement required. <br />Director Davis noted that it would be a little different on <br />the King's Highway bridge, and Commissioner Scurlock clarified <br />that he is only talking about that particular bridge on 43rd Ave. <br />Attorney Michael O'Haire next came before the Board and <br />wished to point out one option that has been omitted, which is <br />not to grant the Comprehensive amendment that has been requested <br />at all. He pointed out that everything staff has said is predi- <br />cated on an assumption that this community needs or wants a. <br />regional mall in that location, and he felt this has to be <br />questioned. Mr. O'Haire stressed that the proposed mall is <br />described as equivalent to Vero Mall, Luria'.s Plaza, and <br />Ryanwood, times 3, and there already are such malls approximately <br />30 miles to the -north of us and -30 miles' to the south. <br />Attorney O'Haire quoted from comments made. by the.Regional <br />Planning Council in regard to vacant AG land which has been <br />designated for commercial use and stressed this is more than <br />twice the acreage identified as being.needed for commercial by <br />the year 2010. Further, the developer has stated the market area <br />for the mall includes all of the county and extends 20 miles <br />south, and if that is credible, it will be pulling all the St. <br />Lucie County traffic through our county.
