Inc. to James Davis dated Aug 3, 1990 <br />DATE: August 29, 1990 <br />DESCRIPTION AND CONDITIONS <br />FILE: VLEDRAIN.AGN <br />The Vero Lake Estates Preliminary Drainage Study Report is <br />complete and has been distributed to the Vero Lake Estates <br />Homeowners Association for review and comment. The <br />Consultant, Kimley Horn and Assoc., has transmitted copies <br />of the report to the appropriate State and Regional <br />Regulatory Permit Agencies, including the St. Johns River <br />Water Management District and Sebastian River Water Control <br />Districts. Included in the appendix of the report are the <br />response comments from those regulatory agencies that <br />provided written comment. <br />STUDY RECOMMENDATIONS <br />M <br />As a result of extensive computer modeling of the study <br />area, actual soil investigation and testing, and review of <br />aerial contour mapping of the - area, the Study <br />Recommendations are as follows: <br />1) Implement a $3,535,000 long range Capital Improvement <br />Program to improve and expand the internal <br />subdivision's drainage system to. increase storage <br />volume for water quality needs and improve the system's <br />hydraulic capacity to mitigate the runoff from a 10 <br />' year/24 hour rainfall. Identified improvements to the <br />90th Avenue canal (Ditch "D" within the Sebastian <br />River Water Control District[SRWCD D are not <br />recommended at. this time due to the request from the <br />SRWCD for a more extensive watershed study of the <br />i 20,160 acre area. <br />It is noted that the fill to be removed from the area <br />could be sold to generate $2;939,000 in revenues to <br />offset the .$3,535,000 cost. This fill could be <br />stockpiled and purchased for use within the subdivision <br />and surrounding area. <br />The above costs do not include surveying, construction <br />staking, or right-of-way and land acquisition. A <br />yearly budget will be prepared by staff in concert with <br />road paving in the area. <br />2) Require all new development to conform to a lot grading <br />plan and rear lot easement/front lot swale grading plan <br />so that local drainage systems are constructed on an <br />ongoing basis. <br />i <br />SEP 5 1990 71BoOK F,�cE, <br />
