REQUEST FOR COUNTY TO FUND SALARIES FOR THE "RIGHT STUFF" PROGRAM <br />The Board reviewed the following memo dated 9/25/90: <br />TO: Jim Chandler DATE: Sept. 25, 1990 FELE: <br />County Administrator <br />SUBJECT: <br />"Right Stuff" -Grant Proposal on <br />file in County Commission Office <br />Commission Agenda Request 10/2/90 <br />FROM: Patricia Callahan REFERENCES: <br />Recreation Director <br />Project "Right Stuff" is a joint effort of the County Commission and the School <br />District to address a local problem that is a microcosm of a -national problem that <br />affects more and more families each year. For two - career and single parent households <br />the hours the schools cover are only a part of the working day and thus creates self- <br />care for the high risk target population. Eleven and twelve year olds are especially <br />vulnerable - they are caught in between being a child and being a teenager. <br />Among the effects of self-care on this target population are: <br />1. Lack of judgement that leads to placing oneself in a precarious situation <br />and failure to deal with crises. <br />2. Increased delinquency, including early substance abuse, theft, vandalism. <br />3. Truancy. <br />4. Sexual exploitation. <br />5. Lack of beneficial leisure, recreational and physical skills. <br />"Right Stuff" was initially funded by.the Governor's Drug Free Communities Grants <br />Program - the grant was not renewed for this year (October 1, 1990 - May 30,1991). <br />The School District provides the facilities, building maintenance, utilities, <br />Janitorial supplies, program -paper supplies, and use of all equipment - i.e., computers, <br />sewing machines, sports equipments, musical instruments, etc.. <br />The County Commission provides all administrative functions i.e., program <br />implementation, staff support, clerical responsibilities of program (time sheets, payroll, <br />supplies reimbursement). <br />The grant funded.the salaries. This memo is a request for the salary funding_ <br />_to now come from the County Commission. The amount is $35,000.00. <br />The program is scheduled to begin now 10/1/90 and continue through 5/24/91. To <br />date 115 children have pre -registered, 52 of those are on the free or reduced lunch <br />program, leaving 63 that are average or above income. <br />I propose to make the program free to all students on the free or reduced lunch <br />program and charge $5.00 a week for the others. This would produce some revenue to <br />offset the program cost (approximately $250 to $300 a week or $7,500 to $9,000 for <br />the 30 week. program). The department is presently exploring other funding sources <br />i.e. a local foundation and other potential grants that if obtained would offset_ the <br />cost considerably. <br />Thank you for your attention to this project, your placing the matter on the County <br />Commission Agenda of 10/2/90. <br />T 21990 22 <br />
