Keating, AICP AMKI <br />Community Development Director <br />October 16, 1990 <br />COMPUTER CONSULTANT CONTRACT AMENDMENT <br />REQUEST - (BUDGET AMENDMENT 4002) <br />It is requested that the data provided herein be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of October 23, 1990. <br />DESCRIPTION & CONDITIONS <br />On March 27, 1990, the Board of County Commissioners approved a <br />contract between Indian River County and Tindale - Oliver, <br />Associates. This contract provided for design of a computerized <br />development review and concurrency management system. <br />As part of the contract, the consultant was required to link the <br />development review/ concurrency system to the county's automated <br />building permit system on the AS400. Instead, the consultant <br />offered for no additional cost to install and customize his <br />proprietary building permit system on the planning division's PC <br />based local area network. This change was approved by the board in <br />May, 1990, and additional computer equipment to support this change <br />was acquired by the building division. <br />Current plans call for the system to be operational by the first <br />part of November. By that time the staff must be trained on the <br />system and familiar with its operation. <br />ALTERNATIVES & ANALYSIS <br />As of this time the consultant has initiated the training required <br />under the contract. Based upon progress made to this point and <br />given the number of building division staff to be trained, it now <br />appears that additional training will be necessary. <br />Without additional training, the staff will not have the capability <br />to operate the system to its potential when the system is made <br />operational. With an additional day and one-half, adequate <br />training can be given to ensure that the staff will be capable of <br />operating the system. The additional training will involve 12 <br />hours of the consultant's time at a cost of $780. This amount <br />reflects a charge of $65 per hour, the amount referenced in the <br />approved contract far additional work. <br />While such additional services are provided for by the contract, an <br />amendment to the contract must be approved by the board. A copy of <br />the proposed amendment is attached to this item. Since this <br />training involves building division staff, the $780 would come from <br />a budget amendment reducing cash carried forward from the.FY89-90 <br />budget by $780 and increasing other professional services in the <br />FY90-91 budget by $780. <br />�o�� 81 FADE 723 <br />
