RESOLUTION - RECYCLING MARKETS RESOURCE TASK FORCE <br />The Board reviewed memo from SWDD Manager Brooks: <br />DATE: OCTOBER 5, 1990 <br />TO: JAMES E. BROOKS, MANAGER <br />SOLID WASTE DISPOSAL DISTRIC <br />;V� <br />SUBJECT: INDIAN RIVER COUNTY RESOLUTION <br />RECYCLING MARKETS RESOURCE TASK FORCE <br />BACKGROUND - <br />With the passage of the 1988 Solid Waste Management Act, local <br />governments are required to recycle 30% of their wastestream by <br />1994. In addition, the Federal Government is initiating legis- <br />lation to address and mandate recycling on a nation-wide basis. <br />It is well understood that one of the key factors in recycling <br />is to have a viable market. To that end it is extremely impor- <br />tant to identify and develop these markets. <br />PROPOSAL " <br />The Pinellas County Board of County Commissioners, in an effort <br />to initiate the identification and development of markets, has <br />approved a resolution encouraging the formation of a state "Re- <br />cycling Markets Resource Task Force." They have forwarded <br />copies of this resolution to all the Florida counties encourag- <br />ing and requesting that each county adopt a similar resolution. <br />District staff agrees with Pinellas County in that a task force <br />could be useful and beneficial in the development of Florida's <br />state-wide recycling program. <br />CONCLUSION <br />District staff has modified the Pinellas County Resolution for <br />Indian River County. Staff encourages the Board of County Com- <br />missioners to approve the resolution and execute same. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Wheeler, the Board unanimously (4-0) adopted <br />Resolution 90-166 urging the Governor and Legislature <br />to estat,lish a recycling markets resource task force. <br />OCT 19907 3 BOOK <br />
