The state and federal <br />appraisers' main objection is that our local appraiser did <br />not adequately account for the fact that the County has <br />leased several radio towers at the Old Dixie/First Street <br />site for long terms (20 years). <br />The County was informed that the conversion proposal could <br />not go forward unless additional proposed park sites were <br />added in order to bring the value of the proposed sites to <br />the equivalent value of the Winter Beach land which would.be <br />lost from the recreational estate. <br />-i relayed all the above information recently to Gene <br />Rodenberry who is representing the Winter Beach Cemetery <br />group in this matter. Mr. Rodenberry wisely suggested that <br />rather than have the County go to the additional effort of <br />locating another proposed park site and go to the expense of <br />additional environmental assessments, surveys, and <br />appraisals on any new proposed site,- that the County simply <br />reduce the amount of acreage to be made available to Winter <br />Beach Cemetary to the point where the value of the property <br />turned over to the cemetery becomes equivalent to the <br />appraised value of the Old Dixie/First Street site as <br />determined by state and federal appraisers. By rough <br />proportions, this would mean reducing the portion of Hobart <br />Park to be turned over to the Winter Beach Cemetery group <br />from approximately 19 to approximately 15 acres. <br />I spoke yesterday afternoon with the conversion coordinator <br />at the Department of Natural Resources. He felt that this <br />would be an acceptable means of resolving the problem. He <br />did caution that any parcel to be left in the park must be <br />contiguous to the existing park. This should not present <br />any problem. He also Indicated -that the appraisals would <br />have to be revised to reflect the proper value of the Old <br />Dixie/First Street site taking into full account the <br />long-term antenna leases, and to reflect that the roughly 15 <br />acres left for Winter Beach Cemetery would yield an <br />equivalent value to the Old Dixie/First Street site. <br />RECOMMENDATION: <br />I recommend that you place this matter before the Board, <br />both for update and to get the necessary authorization to <br />revise the appraisals as necessary to accomplish the end <br />resolution of this matter. We will then need to submit a <br />sketch of the proposed parcel to be turned over to Winter <br />Beach Cemetery along with the short narrative explaining the <br />approach and how the appraisals will be revised. DNR will <br />then attempt to get the National Park -Service's seal of <br />approval on this approach. Once we hear officially that <br />this is an acceptable means to resolve the matter, we can go <br />forward with the necessary appraisal revisions and a final <br />survey of the reduced Winter Beach Cemetery expansion site. <br />Attorney Collins explained that today staff is requesting the <br />funds necessary to update and revise the appraisals. He believed <br />the original authorization was $5,000 each; the updates probably <br />would be in the range of $1200/1500 each; and the final survey <br />can be done in-house with staff. <br />76 <br />0 <br />_I <br />
