r NOV 61990 <br />I <br />BOOK 81 f',1Ut <br />, , 817 <br />Chairman Eggert was concerned that this is coming out of our <br />general fund contingencies and she has suggested to OMB Director <br />Joe Baird that when we get to the 6th, 7th, or 8th month, we <br />ought to be talking to the Housing Authority a little more about <br />what is happening, and suggest to them that if they don't get <br />their second grant, that they not budget as if they were getting it. <br />Director Baird explained that it would come out of the <br />rental assistance. We did a journal entry in the amount of <br />$14,495 at the end of the fiscal year to clean up Housing <br />Authority from rental assistance, so that, hopefully, they would <br />break even. That was our first option when we looked at this, <br />but we don't know how rental assistance is going to finish up the <br />year and whether they will have sufficient money. Our second <br />option was to go to general fund contingencies. We already are <br />funding Housing Authority out of the general fund this year to <br />the tune of $67,551, which is the majority of their budget. It <br />could go either way, but -right now, it looks like they are going <br />to be all right. However, we don't have full control and we are <br />a little cautious. Historically, for the last 4 years, we have <br />had to do a house cleaning entry, because they have a very close <br />budget. The Housing Authority has said that next year they would <br />definitely include salary contingencies in their proposed budget. <br />Commissioner Scurlock asked the total cost to administer the <br />Section Vill Rental Assistance, and Director Baird advised that <br />it is $74,000. There are two full-time employees, the director <br />and his secretary, and of course, there are other costs such as <br />legal fees, etc. <br />Commissioner Scurlock questioned why we should subsidize <br />them, and Chairman Eggert pointed out that we are required to <br />have an affordable housing agency. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously approved <br />Budget Amendment 003 - Miscellaneous Funds, as <br />recommended by OMB Director Baird. <br />18 <br />
