ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously authorized <br />out -of -county travel for Attorney Vitunac to attend <br />FACo meeting in Orlando on November 14, 1990. <br />R. Vitunac, County Attorney <br />^DATE.- October 30, 1990 <br />.RE: CHILDREN'S SERVICES ADVISORY COUNCIL <br />Board of County Commissioners' Meeting 11/6/90 <br />The attached resolution would create an advisory committee <br />of the Board of County Commissioners composed of eleven <br />members with the duty to report to the Board of County <br />Commissioners generally on all matters concerning the <br />welfare of children in Indian River County. The matter of <br />children's welfare was brought before the Board by a <br />citizens' group, which asked that an Independent special <br />taxing district be created, after a referendum, pursuant to <br />the provisions of §125.901, Florida Statutes. <br />The Board felt that the proposed advisory board could <br />satisfy the concerns of the citizens' group and of the <br />children In this county, while keeping the ultimate spending <br />decisions with the Board of County Commissioners rather than <br />with an independent.and additional taxing unit. <br />RECOMMENDATION: If the Board concurs in the language of the <br />resolution, the appropriate action would be for the Board to <br />adopt the resolution, thus automatically appointing the <br />eleven members as listed in the resolution, and direct that <br />-the advisory board begin meeting with the goal of recommend- <br />Ing to the Board of County Commissioners any action which <br />the committee feels that the Board should take to improve. <br />the welfare of children in this county. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously adopted <br />Resolution 90-167, creating a Children's Services <br />Advisory Committee. <br />NOV 61990 27 ROOK �I F ,t ' <br />
