NOV 6 990 BOOK 81 FA,E 3 <br />DESCRIPTION AND CONDITIONS: <br />In October, 1989, the Board of County Commissioners authorized a <br />Biomedical Equipment Services Agreement with Physio -Control to <br />repair and maintain the LifePak equipment on board the emergency <br />.,t*ransport vehicles of Advanced Life Support. The contract expires <br />,on November 2, 1990, and staff requests the Board authorize renewal <br />';of the Agreement. <br />!:The prior contract was for $6,888.00 during FY 88-89. The new <br />ticontract is 'for $10,152.00 or a $3,264 increase. This increase is <br />predicated on the fact that in the prior year the County used five <br />monitors, ten defibrillators, and nine chargers. With the addition <br />of equipment donated by IRCVAS and the purchase of equipment=when <br />the County assumed the Sebastian EMS operation, the County now has <br />ten monitors, ten defibrillators, nine chargers, seven external <br />pacemakers, and one LifePak 10 with Pacer. <br />A total of $11,500 was budgeted in FY 90-91 to fund the Technical <br />Services Agreement with Physio -Control. It should be noted that <br />a $192.00 discount is available if a purchase order is received by <br />Physio -Control by November 8, 1990, making the discounted price of <br />the contract $9,960.00. <br />ALTERNATIVES AND ANALYSIS: <br />!Physio -Control is the manufacturer of the LifePak series of cardiac <br />monitors and defibrillators. The sales and service -force from <br />Physio -Control are direct manufacturer representatives. Physio - <br />Control Technical Services is the only company authorized repair <br />,function in the State of Florida and is the single or sole source <br />'for parts, repairs and/or maintenance on this equipment. <br />k <br />iThis critical patient care equipment is very technical in nature <br />,and ALS must insure that it is properly maintained and serviced by <br />factory trained personnel to reduce liability risk. It suffices <br />to say that any malfunction of the LifePak during life saving <br />l -techniques would jeopardize the assets=of the County if litigation <br />should occur. <br />PP'RECOMMENDATION: <br />I <br />Staff recommends approval of the Biomedical Equipment Services <br />Agreement with Physio -Control in the amount of $10,152.00 or <br />$9,960.00 if a purchase order is received by the vendor by November <br />8, 1990. Staff also requests the Board authorize the Chairman to <br />execute the Agreement on the basis of a single/sole source vendor. <br />i <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bird, that the Board approve the <br />Biomedical Equipment Services Agreement with Physio - <br />Control, as recommended by staff. <br />Under discussion, Commissioner Scurlock noted that there has <br />been something in the newspapers about some malfunctioning of <br />some type of defibrillators nationwide. He suggested that 1) if <br />we do have that product, we should make sure it is serviced <br />
