This first annual bicycle race is sanctioned by the <br />United States Cycling Federation and the National Governing Body of <br />Bicycling. Approximately 175 participants and 125 volunteer workers are <br />expected. <br />The Rotary Club has contacted and received cooperation from the City of <br />Vero Beach, Florida East Coast Railway Company, Florida Department of <br />Transportation and the Indian River County Sheriff's and Emergency Services <br />Departments. The Rotary Club has also met the County's insurance <br />requirements. <br />The Sheriff's Department has indicated that they will have sufficient <br />manpower, barricades, automobiles, and access to traffic signals to handle <br />this race safely and with minimal traffic interruptions. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve the Rotary <br />Club using certain County rights-of-way for a portion of their bicycle race <br />and waive the right-of-way permit fee. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />the Rotary Club's request to use certain County <br />rights-of-way for a portion of their bicycle race <br />and waived the right-of-way permit fee. <br />(REQUEST FOR TEMPORARY CLOSING OF SR FOR DOLE CITRUS SUNRISE BICYCLE CLASSIC <br />TO BE HELD 4/6/91 ON FILE IN OFFICE OF CLERK TO THE BOARD) <br />IRC COUNTY HEALTH CLINIC - ARCHITECT BILLING ERROR <br />The Board reviewed the following memo dated 11/28/90: <br />DATE: NOVEMBER 28, 1990 <br />TO: HONORABLE BOARD OF COUNTY COMMISSIONERS <br />THRU: JAMES E. "SONNY" DEAN, DIRECTOR <br />DEPARTMENT OF GENERAL SERV S <br />SUBJECT: INDIAN RIVER COUNTY HEALTH CLINIC <br />ARCHITECT BILLING ERROR <br />BACKGROUND: <br />In May of this year Lemuel Ramos and Associates, Inc., architect for <br />the subject project, sent a bill to the County for services rendered. <br />Payment was recommended by staff and approved by the Board as per the <br />statement. Before payment was made in full, staff requested a <br />verification of the Landscape services. An error was further <br />discovered in the calculations made by the architect, which resulted <br />in under payment of $1,218.75. Since, this additional monies were <br />not authorized in the meeting of June 29, 1990, they could not be <br />paid on request. <br />24 <br />
