East of the <br />river there is a distinction because it is in the urban service <br />area; it has been subject to development over time; and it <br />historically has been 1 upa. <br />Commissioner Scurlock continued to question how staff <br />reviewed this particular area and identified its special <br />characteristics, and Community Development Director Keating <br />summarized that the property under consideration is much larger <br />than any of the others; it includes both uplands and wetlands; <br />the characteristics include the fact that endangered species have <br />been seen there; on the west side there are no adjacent urban <br />land uses; and it is outside of the urban service area <br />particularly on the west side. <br />Commissioner Scurlock asked if anyone has done an environ- <br />mental survey, and Commissioner Bowman advised that such a survey <br />was done by the Florida Native Areas Inventory, and what is of <br />great importance and especially unique about this property is <br />that it is a link in a wildlife corridor. <br />Commissioner Scurlock reiterated that his intent was to <br />establish on the record that there is concrete data that we can <br />rely on and that staff has sufficient data on record that they <br />are comfortable about what they have identified and how it <br />relates to land use. <br />Planner DeBlois further clarified that the applicant is <br />proposing a new Land Use designation (C-3) for the xeric scrub <br />area adjacent to the river. The C-2 is to remain the same as it <br />applies to the wetlands adjacent to the river. The applicant is <br />not challenging the conservation designation but the densities. <br />Planner DeBlois continued his review of staff's memo, <br />mentioning the increased buffer requirement along the river and <br />from the wetlands, which is not an issue. <br />Commissioner Scurlock noted that for a portion of the 600 <br />acres staff is recommending 1/5, and he wanted to know how much <br />of that acreage is east of the river. <br />80 <br />M <br />
