Scarpinato, D.V.M., M.S. <br />1905 43rd Avenue <br />Vero Beach, Florida 32960 <br />December, 17th, 1990 <br />Indian River County Commisioners <br />Indian River County <br />Vero Beach, Florida <br />Dear Commisioners: <br />a <br />82 F,,,,UE 3011 <br />During the past few years the sand pumping issue has created a <br />divided Vero Beach. I, for one, would like to see both sides unite in - <br />a common solution. As you are well aware the projects proposed by the <br />Army Core of Engineers were overwhelmingly defeated, in not one, but <br />TWO City wide elections. <br />After years of discussion between the City, DNR, DER, SOS, U.S. <br />Fish and Wildlife, Audubon, and Conserve Our Resources (C.O.R.E.), it <br />finally appears that the State of Florida and the City are going to <br />attempt to'solve the controversy. It is a beachface dewatering system <br />known as" The Advancer." It is one of the more promising, more <br />economical, more environmental and more permanent solutions. Dr. Jim <br />Parks, president of Dyneqs (The Advancer) has offered, AT NO COST, <br />to the City of Vero Beach a pilot project. This perhaps is what all <br />of us have been waiting for. <br />The State of Florida is beginning to see and feel the effects of <br />the never ending loss of millions of dollars via sand pumping (beach <br />restoration) and renourishment. They are encouraging the use and <br />implementation of the more environmentally, economical and more <br />permanent solutions. The begining is here for Vero Beach. All we <br />have to do is say "YES" to Dr. Parks. Hopefully, the solution to <br />our problem for all concerned will be here. <br />This is not the time nor the place to be initiating another <br />fast--.-end-around move on the public. The establishment of a seperate <br />taxing district would be seen by the voters as nothing less than a <br />betrayal, not only of their decision in the TWO previous referendums, <br />but in the entire democratic process. A referendum should NEVER be <br />side stepped by either the City or County, especially one so <br />controversial as thi. <br />A new era is at'hand for Vero Beach. It is time to put aside old <br />methods and ideas. If the Beach Advancer works as well, if not <br />better, than the present STA --Beach installation, I feel certain it <br />would be supported, not only by all environmental groups, but by the <br />taxpayers and other citizen groups. Lets get on with the present <br />proposal lying before the City of Vero Beach. <br />Yours truly, <br />Denis D.
