Excluding relocation <br />costs, closing costs, etc., we are talking $600,000 an acre, <br />Mr. Schlitt felt if the $600,000 per acre cited by the <br />Administrator is a true figure, that is a bargain compared to <br />other commercial properties around town because you can have your <br />building go up 501. <br />Commissioner Scurlock pointed out that there is a process in <br />place for anyone who doesn't feel they are getting a fair value, <br />but Mr. Schlitt again -made the further point that someone who has <br />to relocate may not be able to find something equal to his <br />present property at a comparable market price. <br />William Stegkemper, county resident since 1949, commented <br />that he remembered the downtown as it was then and he would like <br />to see it that way again. He personally felt that Concept J, <br />which does not affect the Vero Beach Printing Company, is the <br />better plan and the way to go. He felt there is very little <br />government can do that private enterprise can't do better and <br />more efficiently, and he urged that the Board go back to Concept <br />J which is what Mr. Flick presented. <br />Commissioner Wheeler believed the reason that Mr. Flick's <br />plan did not encompass the Printing Company property is that he <br />knew there was an unwilling seller and he did not have the power <br />of condemnation. <br />Chairman Eggert at this point determined that no one else <br />wished to be heard. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Wheeler, to approve Concept L. <br />Commissioner Bird wished to know, whatever Concept we decide <br />to go with, what the next instruction to staff would be about how <br />we want to proceed towards acquisition, condemnation, etc. <br />Administrator Chandler advised that our intent, based on <br />appraisals, would be to make offers for each of the individual <br />parcels involved and get responses. <br />Commissioner Bird stated that he would rather not say today <br />that we are going with one particular concept whether or not we <br />have willing sellers.
