Initially, adoption of rules or ordinances for award of <br />design -build contracts is required by State Law. Consultants <br />Competitive Negotiation Act (CCNA), then requires a two step process <br />for hiring of a firm to design -build a project. The first step. <br />involves the contracting with a firm to provide the "design criteria <br />package" which is defined as concise, performance -oriented drawings <br />or specification of this project. Included is such information as <br />site legal description, survey data, interior space requirements, <br />material quality standards, schematic layouts, conceptual design <br />criteria, etc.. The purpose is to furnish sufficient information for <br />design -build firms to prepare a bid or response to our Request For <br />Proposal. The selection of this firm involves following the normal <br />CCNA process. <br />The second step would involve selection of design -build firm <br />utilizing the RFP prepared by the design -criteria firm. The <br />selection process for design -build firm would basically be the same <br />as the first step except the RFP could require a quoted price to <br />perform the services. The firm selected has total responsibility for <br />designing, constructing and delivering a completed project. The <br />advantages and disadvantages are: <br />Advantages <br />1. Only one overall contract to deal with. <br />2..14inimum coordination by County between construction and <br />design. <br />3. Construction time may be reduced through phased <br />construction. <br />4. Construction expertise may be incorporated in -the <br />design. <br />5. Implementation of changes are simplified. <br />6. Total cost is guaranteed prior to bid. <br />Disadvantages <br />1. The County has minimal involvement and less control <br />over the project. This could result in an end product <br />not exactly desired. <br />2. County may not be aware of problems in the project <br />if the designer and builder are one in the same. <br />This checks and balances issue is a legitimate <br />concern for the County. <br />3. Since, the design -build contractor prepares the <br />construction documents, the County may have little <br />control or flexibility for design changes after <br />signing the contract. <br />4. Concept does not allow for value engineering controlled <br />by the owner to reduce cost. <br />5. If performed under a lump sum or guaranteed maximum <br />price, quality and performance may suffer. If the <br />project is done on a cost-plus basis; the County may <br />be extensively involved in cost verification. <br />Estimated cost above construction hard dollars is 2-3 percent for the <br />project program and 8-10 percent for the desiqn-build firm. <br />50 <br />
