Cain, P.E. `^ <br />County Engineer <br />FROM: Michelle ?IG&egel-Vile,&CET <br />Civil Engineer <br />SUBJECT: Special Assessment Projects - Cherry Lane, <br />1st Street SW, and Walker Avenue <br />DATE: December 3, 1990 <br />----------------------------------------------------------------- <br />:DESCRIPTION AND CONDITIONS <br />On May 31, 1988, the Board of County Commissioners approved the <br />recommendation from the engineering staff to have Cherry Lane, 1st <br />Street SW and Walker Avenue designed by a consultant engineering <br />firm under a Master Agreement. <br />The plans are complete and these roads are classified as priority <br />projects. Prior to any construction a minimum of 30 additional <br />deet of right-of-way must be obtained from property owners along <br />the north side of each road. <br />On two occasions, the engineering staff contacted the property <br />owners requesting donations of additional right-of-way,. The <br />attached status report shows who was contacted and what their <br />comments were, regarding donating right-of-way. <br />The responses vary from willingness to donate, but do not assess; <br />opposition to the project completely; and some owners expressing <br />a willingness to consider an offer for their property. <br />Additional right-of-way is required. These roads are considered _ <br />collector roads. A fourteen foot recovery area is required along <br />any canal and stormwater retention for flood control in open <br />swales. <br />ALTERNATIVES AND ANALYSIS <br />Prior to a Public Hearing to adopt a resolution for the <br />improvements, a cost estimate and assessment roll will have to be <br />prepared. <br />Alternative No. 1 <br />Include the cost for all additional right-of-way in -- the <br />project costs. All property owners will share equally the -cost <br />for construction and right-of-way acquisition. Have an appraiser <br />appraise all right-of-way to be acquired and include the cost of <br />the appraisals in the project cost. Any property owner who <br />donates right-of-way will be given a credit for the appraised <br />value of the donated property. All property owners will share <br />the cost for construction and right-of-way acquisition. <br />Alternative No. 2 <br />Include only the cost of purchased right-of-way in the project <br />cost eliminating the need for appraisals and attendant costs for <br />donated right-of-way. <br />44 <br />
