F'r�,E <br />TO: Board of County Commissioners <br />FROM: Doug Wright,�--Director <br />Department of Emergency Services <br />DATE: January 4, 1991 <br />SUBJECT: Approval of Renewal of Certificate of Public <br />Convenience and Necessity for Fellsmere Volunteer <br />Ambulance Service, Inc., to Provide EMS Service <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />On January 24, 1989, the Indian River County Board of County <br />Commissioners approved an EMS Certificate of Public Convenience for <br />the Fellsmere Volunteer Ambulance Service. The certificate was <br />necessary in order to comply with rules from the Florida Department <br />of Health and Rehabilitative Services for the volunteers to provide <br />EMS service in the Fellsmere area. <br />The certificate was issued for a period of two years pursuant to <br />the Indian River County Code of Laws and Ordinances, specifically <br />Chapter 6.50. The certificate will expire on January 23, 19910, and <br />the renewal process should be accomplished prior to that date. <br />ALTERNATIVES AND ANALYSIS: <br />The Indian River County Code provides for routine renewal of the <br />EMS Certificate of Public Convenience and Necessity on application <br />by the certificate holder. This can be accomplished without a <br />public hearing if the Board has no reason to believe that the <br />public health, safety, and welfare require it. Staff submits that <br />there is no reason to hold a public hearing and absent that <br />requirement, requests the Board to issue and renew the certificate <br />routinely. <br />The only concern that the EMS Director has relates to the <br />continuing problem of recruiting new volunteers. The Fellsmere <br />Volunteer Ambulance Service application reflects a total of ten <br />(10) volunteers of which seven (7) hold certification as Emergency <br />Medical Technicians. The EMS Director has been and will continue <br />to monitor the staffing at the volunteer agency for compliance <br />purposes. The organization continues to operate within approved <br />protocols as well as established standard operating procedures. <br />RECOMMENDATION: <br />Staff respectfully requests that the Board of County Commissioners <br />approve and renew the EMS ALS Certificate of Public Convenience and <br />Necessity for. the Fellsmere Volunteer Ambulance Service to be <br />effective a period of two years. The certificate will be issued <br />under the auspices and authority of the County ALS License. This <br />provider, as with all others, will continue to be subject to*the <br />authority of the EMS Director, the EMS Chief,,` and the Medical <br />Director. <br />16 <br />
