PHASE III - INDIAN RIVER BOULEVARD - ADDITIONAL ENGINEERING <br />The Board reviewed the following memo dated 1/16/91: <br />TO: James E. Chandler, <br />County Administrator <br />James W. Davis, P.E., <br />Public Works Director <br />FROM: <br />SUBJECT: <br />Indian River Boulevard, Phase III <br />Additional Engineering Services to <br />Boyle Engineering Corporation <br />Consulting Agreement <br />DATE: January 16, 1991 FILE: boyle.agn <br />DESCRIPTION AND CONDITIONS <br />In finalizing the design plans and bid documents for Indian <br />River Boulevard, Phase III, additional engineering services <br />are required for the following items: <br />1) The original contract with Boyle Engineering commenced <br />on Sept. 23, 1986. The Florida Department Of <br />Transportation (FDOT) Standards used for the design <br />were a 1985 Edition, and since that time, two revisions <br />to the, FDOT Standards have occurred. <br />Staff recommends updating the plans using the current <br />1990 Edition of FDOT Standards. These revisions are <br />proposed since the FDOT is contributing approximately <br />$750,000 to construct the project. <br />2) 'Various permitting agencies have revised the project in <br />their permit 'reviewing process. <br />3) In negotiating right-of-way purchases, minor access <br />changes have occurred along the Boulevard. <br />4) Recent FDOT studies have shown the previously proposed <br />hollow core pre -stressed concrete bridge slabs develop <br />minor. cracking. As a result, the FDOT has recently <br />eliminated hollow core pre -stressed slabs and now -uses <br />solid slab units. Both staff and the consultant <br />recommend revising the plans to incorporate*the solid <br />units. <br />The above changes should be accomplished as soon as possible <br />so that the project can be advertized for bid in February. <br />Staff has negotiated additional services at a compensation <br />not to exceed $20,000. An addendum to Boyle Engineering <br />Corporation's original engineering contract will be prepared <br />for future Board action. <br />ALTERNATIVES AND ANALYSIS <br />The following -alternatives are as follows: <br />Alternative No. 1 <br />Authorize the above design changes at a cosi. not to <br />exceed -$20,000. <br />Alternative No. 2 <br />Do not authorize design changes. This alternaLl-!e is <br />not acceptable because -the current design does not meet <br />FDOT Standards. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends authorizing the additional work and fulluw- <br />up with an addendum to the contract. <br />Funding to ,be from- account 309 - North Indian Rivet• ` <br />Boulevard. - <br />27 <br />BOOK <br />JAN 22 1991,, <br />
