First Place from 27th Avenue to 24th Avenue <br />Engineer Gentile. explained we have included right of way <br />acquisitions in the cost of this assessment and that's why it's so <br />high. <br />Chairman Bird opened the public hearing. <br />Estelle Valentino, 2445 First Place, who originated the <br />petition, stressed that the estimate now has doubled and they <br />cannot afford to pay for -the paving. She asked if there is some <br />way to have half a road. <br />Public Works Director Davis said, again, it goes back to the <br />new stormwater retention requirements and regulations. However, if <br />the right of way were donated the costs would come down <br />substantially. ' <br />Ms. Valentino reiterated they can't afford it. <br />Charles Phillips, north side of First Place, which is acreage, <br />wanted to know how much the County is going to pay for the 25 -foot <br />additional right of way and what kind of credit would he get if he <br />donated the property. <br />Public Works Director Davis stated that he would be willing to <br />sit down and discuss the value of that frontage, look at comparable <br />sales in that area and come up with a square footage cost. There <br />is no firm cost but it could be discussed. He advised there are <br />five property owners on that side who have been sent letters and <br />have not responded and possibly we should contact them again. <br />Chairman Scurlock suggested tabling the matter to see if the <br />owners would donate. <br />Mr. Phillips continued, asking if the County would move his <br />lamppost and trees. <br />Public Works Director Davis explained we would .move what could <br />be moved reasonably and Southern Bell would be responsible for <br />cables, etc.; it would all be coordinated. <br />Gloria Gilbert, whose mother had lived on the acreage side, <br />questioned how land value is estimated. She agreed the road really <br />needs to be paved but the cost has gotten out of hand and donating <br />25 feet of right of way would be some hardship. <br />After further discussion, Chairman Bird suggested that the <br />Public Works Director rework this assessment roll based on getting <br />the additional right of way and then reschedule this hearing for <br />another meeting. <br />19 <br />A r G <br />E,r a�,s. <br />
