ASHERke <br />-PREPARED BY: ASSISTANT DIREC OR OF UTILITY SERVICES <br />SUBJECT: ENGINEERING FIRM SELECTION <br />ENGINEERING SERVICES FOR THE DESIGN AND CONSTRUCTION <br />INSPECTION OF VARIOUS WATER MAINS AND SUBDIVISION <br />DISTRIBUTION SYSTEMS <br />BACKGROUND: <br />On December 20, 1990, the Department of Utility Services received <br />twenty-one (21) responses to its Request for Letter of Interest to <br />provide engineering services for the design _and construction <br />inspection of various water mains and subdivision distribution <br />systems. The selection committee reviewed the twenty-one (21), <br />responses and selected five firms to be interviewed for the project.' <br />ANALYSIS: <br />On January 11, 1991, the selection committee interviewed the five <br />(5) firms and, as a result of the interview, ranked the firms- as <br />follows: = <br />1. Masteller and Moler Associates, Inc. <br />(Tie) 2. & 3. McQueen and Associates and <br />Carter Associates, Inc. <br />Due to the phasing of this overall project, the Department would <br />propose to negotiate with the No. 1 ranked firm for Engineering <br />services for Phase I of this project. The No. 2 and No. 3 firms <br />would draw lots for ranking and subsequently negotiate for Phase II <br />and III of this project. The Department would propose with Phase IV <br />to begin negotiations with the No. 1 firm on the list and proceed <br />with No. 2 and 3 firms for the additional phases. <br />RECOMMENDATION: <br />The Department of Utility Services recommends that the Board of <br />County Commissioners authorize the Department to conduct <br />negotiations with the No. 1, 2, and 3 firms as to cost and to <br />proceed with an agreement based upon the outcome of; the <br />negotiations. The Department also requests authorization to <br />proceed with negotiations with the second and/or third firms if <br />negotiations fail with any firms. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Scurlock, the Board unanimously authorized <br />the Department to conduct negotiations per Staff <br />recommendation. <br />
