FEB 5 1991 BOOK Ftir,Ee �' <br />along the edge of the existing refuge boundary that would provide <br />an insulating buffer zone; 2) to acquire property and build a <br />suitable facility to recognize Pelican Island NWR; and 3) to <br />expand the refuge boundaries to include other waters that are <br />important to threatened/endangered species. <br />Commissioner Scurlock inquired as to the agency's position <br />on the canal that is being proposed by Orchid Island, and Mr. <br />Whitmore confirmed that Orchid Island has submitted a proposal to <br />put in a 700 ft. canal that would come in north of the CR -510 <br />causeway and follow the edge of the mangroves, interfacing <br />between the mangroves and the uplands. It would be a 200 -ft. <br />wide canal with potential space for 88 docks as well as space for <br />a boat basin. They are calling it a boat basin, instead of a <br />marina, because there would be no fueling facilities. Their <br />application has to go through the permitting process of the DER <br />and the Corps of Army Engineers, and is presently being reviewed, <br />with the ruling expected within the next several months. The <br />Fish & Wildlife Services has the opportunity to comment on the <br />proposal since they are adjacent landowners, and their ecological <br />service agent in Vero Beach has drafted a response to those <br />plans. The F&W does have some concerns about the concept as to <br />the impact on water quality and seagrasses. In addition to the <br />run-off from developments, there would be chances of fuel and <br />traces of marine paint getting into the water. Increased <br />turpidity would cut down on the light penetration for the <br />seagrass beds. All of these things certainly have an effect on <br />the refuge. <br />Commissioner Bowman understood that the underwater <br />topography is such that the canal would not flush or drain <br />properly. In her opinion, it would be just a cesspool. <br />Commissioner Eggert noted that all the County Commission can <br />do is comment. <br />Chairman Bird expressed the Board's appreciation of the <br />excellent slidefilm presentation. <br />LAPPEMAN_SITE _PLAN -APPEAL __AT_WATER_ESTATES <br />Planning Director Stan Boling advised that staff is <br />recommending that the Board deny the appeal and uphold the <br />decision of the Planning & Zoning Commission and make the Finding <br />of Fact and Conclusions as outlined in staff's recommendation <br />dated 1/25/91: <br />14 <br />- M M <br />
