He was upset because he <br />was there long before Grand Harbor was there. <br />Commissioner Eggert emphasized that the Board could <br />appreciate Mr. Lappeman's feeling, and Commissioner Scurlock <br />explained that the reason for the new rules is to protect our <br />community. If the old rules were okay, we would not have changed <br />them. <br />Mr. Lappeman stressed that for the last 10 years he has been <br />paying taxes on residential of 6 units per acre. <br />Commissioner Scurlock pointed out again that if it was that <br />important, he should have had his engineers respond to the <br />request for a completed application by the deadline of October <br />10th. <br />Commissioner Eggert pointed out that with the new Comp Plan <br />mandated by the State, we are operating under the new LDRs, and <br />every property owner has had to accept that.
