FEB 12 19914 6" <br />poor.f',5UL � <br />Administrator Chandler noted that in terms of the <br />interrelation of the whole funding picture there is still $127,000 <br />due on the $500,000 in March and, in the event we do not get that <br />payment, there probably is an option open to the County to not make <br />our monthly payments on the $490,000. <br />Commissioner Scurlock stated that is precisely his point! <br />County Health Director Dr. Berman asked to be allowed to <br />comment. He confirmed that his department did have a significant <br />revenue shortfall in the previous fiscal year. Also, they had <br />planned on an additional $150,000 in environmental health revenues, <br />but discovered there was an error in that calculation and they <br />ended up with a negative balance of a little over $100,000 for the <br />year. He agreed that is bad and it should not have happened. In <br />their current fiscal year budget, however, it was clearly set out <br />that they planned to make up $65,000 of that this year and they <br />will increase their revenues to cover that. They will also do that <br />the next year and make it all up, and this plan was accepted and <br />approved both by the Board and the State. That is their plan and <br />they are still on track with it. <br />Dr. Berman continued that they are caught between the State <br />freezes and they also just received a $10,000 cut in their general <br />revenue, which amounts to about $700,000. This is quite minor <br />compared to some other counties and because of the vacant positions <br />they can absorb it, but they cannot deliver all the services <br />without filling those positions and they have been short of staff <br />the last two or three months. Dr. Berman stressed that they did <br />have the money for those positions already budgeted. <br />Argument continued about intertwining these matters but <br />Commissioner Scurlock contended that all these issues are related <br />because we can cut back the capital items on the list. He also <br />continued to discuss the possibility of cutting back our payments <br />and Dr. Berman stressed that is where his department would get into <br />trouble but agreed he can defer the purchase of some of this <br />equipment to a later point in time so we can be sure to cover the <br />cash flow. <br />Administrator Chandler stressed that is why we have said if it <br />looks like they cannot make that March payment we need to sit down <br />and work this out. Quite frankly, he is mostly concerned with the <br />County's financial position and that is why we are taking a hard <br />line. <br />Commissioner Scurlock at this point noted that he can make <br />comments on the original list but, not being a medical <br />professional, he would have to rely on Dr. Berman to say what he <br />has to have as medical necessities.
