R00K� FAE a� <br />REQUEST FROM OLIVER CREWS JR FOR COUNTY TO REASSUME MAINTENANCE <br />OF THE 122ND STREET BRIDGE OVER PARK LATERAL CANAL <br />Public Works Director Davis reviewed the following: <br />TO: James E. Davis, P.E., w <br />Public Works Director <br />SUBJECT: Request from Oliver Crews, Jr. for <br />County to Reassume Maintenance of the <br />122nd Street Bridge Over Park Lateral Canal <br />RE: Letter from Oliver Crews, Jr. to <br />James W. Davis, Dated December 13, 1990 <br />DATE: February 1, 1991 <br />DESCRIPTION AND CONDITIONS <br />In 1985, Mr. Carson Platt (now deceased) requested that the <br />bridge over Park Lateral Canal be transferred from County <br />ownership and jurisdiction to private ownership (Mr. Platt's <br />control) since all of the property along 122nd Street west <br />of the bridge was basically Mr. Platt's Ranch. The Board, <br />at that time, approved the transfer. <br />Now that Mr. Platt's estate has been distributed to the <br />heirs, Mr. Crews is requesting that the County take back <br />responsibility and ownership of the bridge. <br />ALTERNATIVES AND ANALYSIS <br />The Public Works Staff is of the opinion that since the <br />roadway west of CR 507 that the bridge serves is basically a <br />private road, the general public would not benefit in <br />maintaining the bridge. The County Attorney's office has <br />rendered the opinion that the County does not have the <br />obligation to reassume jurisdiction. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends that the County not reassume jurisdiction <br />nor maintenance of the bridge. <br />Director Davis stressed that Staff feels the general public <br />has no need of this bridge. <br />Commissioner Scurlock wondered what Mr. Platt's purpose was <br />when he asked this be taken off County maintenance. <br />Director Davis believed Mr. Platt wanted control of the <br />traffic coming over the bridge, probably because he had a problem <br />with people dumping debris and trash on the estate.
