Utilities <br />The site is within the county's urban service area; however, the <br />area is not currently serviced by water or wastewater. At present, <br />capacity for these services is not available for this portion of <br />the county. Since no ERUs for water and wastewater have been <br />reserved, the applicant has entered into a developer's agreement <br />with the county which states that the developer agrees to expand <br />county facilities or pay for their expansion at the time of site <br />development. <br />Solid waste service includes pick-up by private operators and <br />disposal at the county landfill. The active segment of the <br />landfill has a 5 -year capacity, and the landfill has expansion <br />capacity beyond 2010. <br />- Drainage <br />All development is reviewed for compliance with county stormwater <br />regulations which require on-site retention, preservation of <br />floodplain storage and minimum finished floor elevations. In <br />addition, development proposals will have to meet the discharge <br />requirements of the county Stormwater Management Ordinance. Any <br />development on the property will be required to maintain the pre- <br />existing discharge rate for the design storm, as well as provide <br />for stormwater treatment and flood attenuation. Together, these <br />regulations limit the potential for on-site and off-site flooding <br />and damage. As with all development, a more detailed review will <br />be conducted during development approval. <br />Recreation <br />A review of county recreation facilities and projected demand as a <br />result of this rezoning indicates that adopted levels of service <br />will be maintained. The table below illustrates both the park <br />space demand (in acres) that would result from development of the <br />property under the proposed rezoning and the existing surplus <br />acreage by park type. As part of land development regulation requirements, <br />staff will review environmental impacts at the time of development <br />review. At that time, staff will require an environmental survey <br />showing all xeric scrub communities on-site. Among other <br />requirements, 'the county land development regulations require a 15% <br />set-aside preservation area of native vegetation. Moreover, if the <br />site harbors listed rare or endangered species, the applicant will <br />be required to coordinate with the Florida Game and Fresh Water <br />Fish Commission and the U.S. Fish and Wildlife Service to protect <br />such species to the extent feasible. <br />ANALYSIS <br />The proposed zoning change represents a substantial increase in the <br />density.
