BOOK <br />F� GE <br />Director Pinto suggested we proceed and even negotiate the <br />contract but not give any award to proceed. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously (4-0) approved <br />the Utility Department's request to proceed with <br />negotiations but made it explicitly clear that funds <br />would not be spent until the decision is made about <br />whether Sebastian is to be included in the North County <br />Wastewater plan. <br />RIGHT OF WAY ACQUISITION / INDIAN RIVER BOULEVARD PHASE IV <br />Public Works Director James Davis, with the aid of aerial <br />photographs, made the following presentation: <br />TO: <br />James E. Thompson, P.E.-t6l, <br />Capital Projects Manager <br />SUBJECT: <br />Right -of -Way Acquisition <br />Indian River Boulevard Phase IV <br />Parcel 111 <br />DATE: March 4, 1991 <br />AND CONDITIONS <br />County Staff extended an offer to Martin A. Gregory and Richard <br />B. Wiggins as Trustees for the purchase of Parcel 111 on December <br />17, 1990. Compensation was offered in the amount of $22,000 for <br />2.41 acres based on a recent appraisal. <br />Parcel lll.consisting of 2.09 acres of right-of-way and a .32 <br />acre remainder west of the right-of-way, is located just north of <br />Barber Avenue (37th Street). This parcel is needed for the Phase <br />IV extension of Indian River Boulevard from Barber Avenue to 53rd <br />Street. The remainder to the west is necessary to provide a safe <br />intersection at Barber Avenue and Indian River Boulevard <br />unimpacted by driveway access to the small remaining parcel (.32 <br />acres) and also for stormwater management purposes. <br />Parcel ill.is the only parcel remaining to be acquired within the <br />Boulevard Right -of -Way between SR 60 and 53rd Street. The <br />alignment of the Boulevard through this parcel was controlled by <br />the geometric design required to link Phase III and Phase IV <br />construction and was recommended by County Consultants Lloyd and <br />Associates,. Inc. and Glace and Radcliff, Inc. after considering <br />alternative alignments. <br />The final alignment of the Phase III extension of Indian River <br />Boulevard from SR 60 to Barber Avenue (37th Street) was approved <br />by the Board of County Commissioners on March 20, 1990 for the <br />following reasons: <br />14 <br />
