ASHER <br />PREPARED BY: ASSISTANT DIRECTOR OF UTILITY SERVICES <br />SUBJECT: RECOMMENDED RATE ORDINANCE AND RATE RESOLUTION <br />BACKGROUND: <br />The Department of Utility Services' previous revision of rates was in <br />1984. The Department believes it has operated very efficiently to be <br />able to keep rates at the same level for seven years. <br />On January 2, 1990, the Board of County Commissioners approved the <br />Department's implementation of study and review of the County Utility <br />rates and charges. On April 3, 1990, the Board approved the <br />Department's proposed Agreement with CH2M Hill to Furnish Economic and <br />Financial Services to perform a complete study and review of the <br />Utility Ordinance and Rates and Charges. <br />ANALYSIS• <br />On May 14, 1990, a public workshop was held to solicit input from the <br />public sector concerning the current Utility Ordinance and Rates and <br />Charges. CH2M Hill, along with Department Staff, reviewed and <br />considered each of the concerns expressed at the public workshop as it <br />related to the existing Rate Ordinance and/or policy of the Department. <br />A subsequent public workshop was held on February 12, 1991, at which a <br />report was given as to how each of the concerns was addressed or the <br />reason why it was not addressed in the Proposed Rate Ordinance and Rate <br />Resolution. <br />CH2M Hill reviewed in depth all aspects of the utilities historical, <br />current and forecasted records, financial data, flow data, and all <br />other pertinent records required in the completion of their study. <br />Each of the provisions of Ordinance 84-18, which govern most of the <br />policies of the administration of the County's water and wastewater <br />utility, as well as the rate and fee schedules, were reviewed in <br />detail. CH2M Hill, in cooperation with County Staff, has prepared a <br />recommended Ordinance and Rate Resolution that would together replace <br />Ordinance 84-18. Both the recommended Ordinance and Resolution contain <br />elements reflecting conclusions from the public workshops on rates and <br />fees. The recommended Ordinance includes many of the policies <br />established in the 1984 Ordinance, as well as provisions designed to <br />improve the Utility's operation. The Rate Resolution includes the <br />recommended schedule of rates and fees. <br />RECOMMENDATION• <br />The Staff of the Department of Utility Services recommends approval and <br />adoption of the recommended Rate Ordinance and Rate Resolution as <br />submitted, subject to any further information received at the public <br />hearing, with an effective date of April 1, 1991. <br />26 <br />
